We drove from Beckley, West Virginia and just made it to the HP less than an hour before it got dark.
The highest point in Kentucky is just over the state line from Virginia. The exit from the main road to the HP is right at the state line, and we spent no time in Kentucky other than to find the actual high point.

The USGS marker (visible at lower left) is in a thicket a few yards downhill from the actual high point.
